I cannot open a jpeg file in Photoshop Elements 9 because (it says) file is locked. I can open PSE9 and drag the file into it but if I click on any jpeg file I get that message. What do I do?

Click once on the offending jpeg. This will select it.
Under the "File" command line item, select "Get Info" (you can also press command I).
At the bottom of the "General" section, deselect "Locked".
