Incentives for TV'er to purchase 2d Home in TV

I understand the developer opened purchasing opportunities for current residents to purchase 2d homes as investments. Can anyone comment on this? I've noticed an upsurge of resales in relatively new areas (Liberty Park, etc.) and was wondering of those owners are "trading up" due to the pricing in the newest homes?

This is interesting because when we signed contract on our home last week we were told "developer does not sell homes as investments". According to sales rep he only sells homes for residents.

You can buy a house today and another one a month from now if you want to upgrade. I had no problem buying two new houses in less than a year. Furthermore, i do not believe resales could be restricted anyway.
