Charging problems

Club car electric one year old batteries and charger will not go far enough to left to ever shut off even though batteries appear fully charged?

You may have some leakage from the batteries to chassis causing a minor short in the system not allowing the battery charger to reach full turn off voltage 59-62 volts.
Test with meter on volts from main positive to chassis, there should be 0 volts.
