Is a building permit needed to pour concrete in the back yard of a villa?

call The Deed Compliance office on Monday 352-751-3912 and they will advise you of the steps you will need to take.

It would make more sense to call the building department in the county your home is in. They are the entity that would issue the permit and do the necessary inspections.

If you live in Sumter or Lake county they will not issue a Building Permit without an ARC Approval from The Villages.

This is true, I was just there asking questions about some work that we are planning on doing, and Sumter county made a specific point that neither I not the builder could get any permits without the ARC approval from first.

You could get a building permit from the county but that does not mean that you meet the HOA rules. You need approval from both groups.

There is no HOA in TV that makes any rules or has any enforcement authority or legal standing against a resident.

You actually need the approval from ARC before you apply for a building permit.
You won't get a permit without ARC's approval.
