Happy Hour at the squares

Why is it that Spanish Springs runs their happy hour from 5-7 and both Lake Sumter and Brownwood is 5-6 ?
For us that still work it sometimes is difficult to get there by 6pm.

SS is in Lake County,Brownwood is in Sumter County.Different regulations.

Maybe the people who live near Brownwood are already happy enough and only need one hour.
