Went to download deed restrictions at
VCDD Download Deed Restrictions (http://www.districtgov.org/howDoI/DeedRestrictionDownload.aspx)

and the directions are now in Latin, or the district.gov has been either hacked or is now under the control of ?

Google translate gives:
But in order to explain to you how all this mistaken idea of denouncing pleasure and praising pain was a complete account of the system, and expound the actual teachings of the great explorer of the truth, the master-builder of human happiness. For no one rejects, dislikes, or avoids pleasure itself, because it is pleasure, but because they know how to pursue pleasure rationally encounter consequences that are extremely which toil and pain. Nor is there any man so long, those who would calmly ipsum quia dolor sit amet, consectetur, to obtain will, but because there are occasions when the times of the fall of the sort, you should work to seek pleasure and pain, some great. For, as we come to the smallest things, which of us ever undertakes laborious physical exercise, except to obtain some advantage from it? But who has any right to find fault who are in such a pleasure that has no annoying consequences, or one who avoids a pain that produces no resultant pleasure?

Did you report it to the district.gov using the Contact Us link?

I went a different way and had no problem.

That's a common bit of text that developers use as a place holder. I seriously doubt if that one page on the district.gov site was "hacked"

Looks like someone just forgot to clean up after some mods.

Just Google that verbiage and you'll see it pop up on oodles of sites.
