Almost all the buildings in the towns are 1.5 or 2 stories tall. I know the District Offices and Developer Offices occupy some in LSL and SS but don't think they occupy all of them. I know the Developer has a gazillion subsidiaries and maybe they are up there, or some private clubs or maybe just storage. Anybody know?

The only one I am aware of is the private restaurant above Red Sauce. Owned and operated by/for the developer, but the name escapes me. Obviously not open to the public.

Could some of the areas just be roughed in for future commercial expansion?

The Rec Dept occupies a lot of space above Starbucks.

Most of the rooms are occupied by sales reps and other ancillary offices that are required to run The Villages. For instance, much of the 2nd floors above the tunnels on both sides of Main Street in Spanish Springs Town Square are occupied by the Daily Sun.

The minions read TOTV every night while they drink brandy, and plot retribution against anyone who bad mouths the developer.

Harold Schwartz occupied an office above Margarita Republic facing Town Square. Don't know what's up there now.

Yes it is private. And it is no longer owned/operated by the developer.

It is primarily for those who have businesses within TV.
