Certified pre-owned

When looking at homes for sale I noticed the phrase certified pre owned. What do they mean or imply with that phrase?

It is an insurance policy that the sellers purchase that covered things like furnace, appliances, etc, for one year, so that if a new owner had problems with covered items, they would be repaired or replaced. Its been awhile since we sold our home and I don't remember the exact details, but it wasn't terribly expensive. The idea is to make your home more attractive to buyers and give some peace of mind to people buying a home on the secondary market.

IMHO, I would still have an independent inspector look over the home, Frank D'Angelo is excellent.
