Never could understand how these smart cars could physically pass the standards set for autos to be used on the highways.

You might be surprised. They have a lightweight but extremely strong cage that surround the passenger compartment along with front and side airbags. You'll notice in the OP's photo that the exterior of the car is demolished, but the passenger compartment is still intact. I believe that they used safety technology found in NASCAR cars.
I'm not a big fan of Smart Cars, but the technology is fascinating.
