Sen. Marco Rubio has spoken only eight times on the Senate floor since January, 2015, but has still has spent about $60,000 to keep a speechwriter on his Senate staff.
His speechwriter is Robert Noel, and according to Rubio's office: besides writing speeches he also helps write, edit and review Sen. Rubio's opinion columns, press releases and statements, letters to the administration, constituent correspondence and other written communications out of our Senate office.
Sounds like Rubio doesn't have any independent thoughts he can express himself, so he has to have a speech writer do the talking. That explains his wacko performance in the debate where he couldn't come up with any original responses, and had to repeat the same thing over and over.
