"Lake" under creation south of Rio Grande Pool

There is a sizable lake being created south of the Rio Grande pool that you can see from San Pedro Drive (beneath the power lines) looking east towards Del Mar Dr.

Water is being pumped, for a week or so, out of a large 10"-12" pipe coming out of a pump house (I assume) just north of the lake. It is creating the lake.

Have others noticed? Anybody know what is going on?

They have been relining a major storm water pipe line from the pump house to the Mira Mesa golf course pond for the past 2 weeks. I assume the temporary pumping is to divert water while the progresses..
