Are the fish in the ponds edible? I know that only certain ponds are for fishing, but are you expected to catch and release or can you eat them? What's in there anyway?

Read and heed those fishing regs. Catch and release only!
There are some big bass in those ponds. One of my poker buddies caught a 9 pound 14 oz bass last year. Yep, he took some pictures of it and released the bass.
Watch out for alligators when fishing!

Is the answer really there?
Talk about an ambiguous statement: "The VCDD practices catch and release."
Parse that sentence. It would seem to mean that when the VCDD goes fishing, the VCDD practices catch and release.
Perhaps it should read: The VCDD encourages catch and release." I don't know that the VCDD has Game Wardens, or any legal authority to require catch and release. I doubt it.
However, you will be catching fish from the same retention ponds that are being vilified on another thread for being so contaminated that having some of the pond water spilled into a swimming pool justifies draining and acid washing the pool. You might want to think twice about eating fish from such a pond.
Catch and release, so they may be caught again.

Would you really want to eat those fish from the ponds that have recycled water with treatment chemicals?

Well, excuse me.
Didn't mean to offend.
Just felt that the statement is ambiguous and doesn't really answer the question.
At the pond I visit, some people catch and release while others catch and take away.
That particular pond has bass, catfish, carp and some kind of small sunfish.

Those are retention ponds that are supplied with water from drains off the street. This water contains engine oil, brake fluid, coolant, etc from the roads. This is not something you'd want to drink or eat fish from.
