I've read several places that solo rounds will soon (already?) be unacceptable for handicap calculations.
Does anybody know if this is true?

Yes, technically it is true that rounds played 'alone' (as defined below) should not be posted.

While it is intended to reduce 'sandbagging,' the truth of the matter is that it won't completely stop it if someone is a cheater.

Agree that disallowing solo play will do little or nothing to keep a cheater from cheating.

Yep.
The only thing that really works is "the committee."
Whether it be in your Wednesday afternoon group, or in a tournament, if it is felt that your index is not indicative of your abilities they can 'adjust' it.
