Corporations are acting within the current tax laws. They are legally avoiding paying federal income taxes. It is no secret what they are doing. The effect corp. tax rate is not the highest in the world. Will there be corp tax reform? No, as long as the politicians in DC are bought and paid for by corporations.

I agree with that part of it. Just disagreed with the "evolution" part. You are right, I can't find a city as you describe. But, we made them this way. When you coddle someone out of guilt, justified or not, then you get dependent people. That's just human nature.
