Irrigation piped water

My wife and I are planning on moving to TV as soon as we sell one of our properties. We have decided that we like the pre-owned home in Sumter County because of bond issues and neighborhoods. Do the older homes from 1998 have sprinkler systems with irrigation piped water? Also I heard that you can do more things with your home in these area because of the rules. Looking to install a few solar energy saving items to control expenses.
