We just noticed on channels 420 and 407 (Comcast), specifically NCIS and Castle reruns there is a narration telling you what is going on. I tried the Comcast (Xfinity) remote and could not find any setting for this, then checked the TV remote for any settings, and no luck.
It seems that is would be a setting for a blind or visually impaired person to be able to hear what is going on.

If anyone knows about this or how to turn it off I would like to know.
