I have seen some regular TOTV posters mention it, but I can't find it on the $5 map or anywhere else for that matter.

You thinking of St Charles Place ? ? It is a street, not a village.

Not sure why it is not listed on the $5 map. But look in the southwest corner of the map, on the Lake Sumter side and find the Village of Poinciana. Right beside that name are the Hallandale and Oviedo Villas. The entrance sign from Buena Vista Blvd onto Bailey Trail says Village of St. Charles and we also have a friend who lives there.

St Charles is across Buena Vista Blvd from the village of Duval. Odell Circle goes through Duval and on the other side of the traffic circle is Baily Trail. That's where St. Charles starts. The next circle south is where St. James will be built.

You may have an old map. Even on the new map it doesn't say ST Charles anywhere. Since I live there I know how to get there
If you're driving south on Buena Vista make a right on the 2nd Baily Trail (the sign clearly says Village of St Charles) On your left is empty for a while then some houses and the St Charles Pool that is St Charles. On the right is Liberty Park the Poinciana

I purchased a new map from Publix at Colony Plaza and it has the new Villages on it.

About 10 o'clock on the Baily Trail/Odell Circle.
