Eating at Olive Garden last night. Just after 7 the lights went out.
Didn't think too much until we noticed not one emergency light was on. The woman at the next table came back from the rest room in a fit because of no light and trying to find her way out.
Chaos was was an understatement. In their defense, the handed every one a coupon for $5 off on the next visit.
Who inspects the emergency lights?

It's hard to say for sure - could be the local staff, someone from corporate or maybe a contractor.
If they "gave away" $5 x however many were dining, the manager has already begun looking for the answer.

It's up to the business to test emergency lights, fire extinguishers, and anything related to fire and life safety.

At our business in Ohio the fire department would make a once a year check and test the fire extinguishers and emergency lights

When I was a young man, I was working @ the Brooklyn Navy Yard, the USS Constellation caught on fire, 50 + men died, being an electrician I always had a flash light--it save my live and the lives of others nearby
With the small single cell flashlights that are available to day-always have one on your person & IMHO its an absolute necessity for anyone traveling==especially on cruise ships

Relate your story to the closest firehouse, they will make an inspection on your complaint.

Your iPhone has a built in flashlight and it is always available by pulling up the menu from the bottom of the phone. Same place as the calculator and the clock, and many other features such as airplane mode, etc. I am never without my "i- flashlight "

If your phone does not have a flashlight you can probably download an app. It comes in handy.

There is a Firehall on Parr Drive across from Belvedere Library, close to the Olive Garden.

I have the flashlight app on my iPhone. My mother always has a small flashlight!
