NAFTA was not created by Bill Clinton. It was the idea of Ronald Reagan and George Bush. Bill did sign it into law about a month after becoming President.
It was called a Republican victory.

Now why would the congress put such a bill forward.
And why did Clinton not veto it?

And, if NAFTA were a roaring success, you would be singing Bill Clinton's praises for signing it in law...and would never even mention Reagan and Bush.
