Moving soon to TV. I may buy and remodel and have a question or two.
1. If gutting the inside ONLY (floors, cabinets) not plumbing or electrical do I need to pull permits?
2. I'm a car guy and would like to add a garage. As long as tastefully done is it only a matter of keeping within the 5' setback? I'm assuming permits needed for this.

IMHO, probably no permits, but a quick call to the county building office will confirm this.

For the second item, contact ARC, as you will need to submit plans and get approvals for changes to the outside of the house. There is no cost, and once you have the ARC approval you can get your contractor. This was a two part process when I did the birdcage. I had the approval for the birdcage footprint, but the design of the actual structure had the be approved also.
You should NEVER pull the permits for construction work, unless YOU are actually doing the work. The county uses this process to confirm the contractor is licensed and insured. Also, you mentioned a garage, so you will probably also need a driveway, there is a separate permit required for driveways (no cost) but these do NOT go through the building department. I had to go to Sumter County (Bushnell office) to get the permit.
A word of caution either get the ARC approvals yourself directly, or make sure you get copies BEFORE any work starts. I got burned using the contractor to get the approval.
Also, you should get referrals and 3 bids for the work, and no up front payments. Partial completion payments are acceptable (IMHO), but the final payment of 20% to 30% should be held until all inspections are completed.

Good advice. Negotiate a payment schedule and never over pay the contractor for work performed. Final payment when you are satisfied with the work. Good luck.

ARC approvals are "Village wide" - does not matter which county you live in (The Villages is in three counties) but not applicable at all if you are not in The Villages. Building permits are county-specific so you have to get the permit from the county in which the house is located. Also carefully check out your vendor with the BBB, the Florida Division of Consumer Services, and with Seniors Vs Crime. Don't forget to put a start and end date on the contract and to require a Release of Lien from all subcontractors and suppliers before you make final payment.

No permit for interior, non structural work.
Garage must meet setbacks- side & front.
