That was the target that Putin had painted on the tarmac as a reference point for the Krasnyye Sosenki missile battalion to aim at in case Hillary was elected. From what I understand from internet rumors, WiKiLeaks and Julian Assange paid for the paint....

I’ve seen it about a hundred times over the years. A farewell salute for a retiring pilot. Many States have banned the practice due to water shortage. I believe they don’t allow them anymore here in WA, so I will not get one.
