The law enacted in 1968 states that you cannot discriminate against those that are here legally (on various visas)...but are not actual citizens.

It has absolutely NOTHING to do with being forced to consider undocumented workers ("illegal immigrants").

Rome did that too...gave up a lot of internal things to "minorities", non-citizens. It didn't end well for them either.
