So few of Drump's policies are thought out well. The man is appealing to the lowest common voters with these rather mindless policies. And it looks like all the Congressmen from Texas are against the Wall. Mainly because it is a medieval idea. This is not China and there are not Mongols or other raiding people on horses. We have planes, speed boats, helicopters, C-4, ropes, and many other technologies. Maybe the Mongols would have thought of ropes. The Romans would have built a ramp over a wall.
