Rip up that grass!

I heard that a new Florida law allows Florida friendly landscaping even if it runs contrary to local homeowner associations. Has anyone heard of this. Evidently it allows replacing large amounts of grass with drought resistant plants, etc. Sounds like a great idea to me. I had heard landscaping has changed at some of the new homes and villas etc.

The vast majority of the new villas (currently for sale or being built) that I looked at now have no grass to maintain. A combination of mulch, stone etc. in its place.

All the new homes still had Empire Zoysia grass.

Does this mean that the new villas are not connected to the irrigation network? Did the developer omit a sprinkler system when building these homes?:(

We bought a villa in Hemmingway in September 2008. There is grass around the back and sides, the front parkway had horrible evergreen type bushes with the pine needles. There is an irrigation system in place for all of the property. We just spent 2 1/2 weeks in our home and the front parkway really had deteriorated since we were out there last October. We added grass to the front and mulch in other areas. It looks so much better. The rains last week helped the grass considerably.

The villas I saw had that awful pine straw mix and no grass. They did have irrigation systems. I would replace that straw with something better.

Question: Since all new Villages use the reclaimed water system for irrigation - is it really that bad to have drought resistant grass (such as Empire Zoysia) and water twice a week?
