Really not sure. Everything I have read says "hired by the WH", so maybe tax payers...I honestly don't know

As the name implies a sherpa is a personal assistant to the head of state and utilized to set agenda's and do the prep work needed for the task at hand. In this case set the agenda for Neil Gorsuch senate for for Supreme Court. Sherpa(s) are are often utilized at summits, etc. they are paid by the governments that appoints them.
