Utility Bill Epay (amenities/water/sewer)

I noticed on their web site that if you plug any address into the search field, you can see their water/amenity bill. Seems like this is a privacy issue? I shouldn't be able to access anyones account but my own. And don't want anyone to access mine.
TV says all their records are open to the public unless there is an exemption and utility bills are not exempt. Still doesn't seem right.

You can also go to the tax collector's website and view anyone's tax bill and whether it's over do or not.
As well as checking a persons criminal record on line. Public records.

I think it is a great idea. Why should it be secret? We have a right to know who are paying or not paying their bills, because it affects everyone.

This is Florida. We have very broad open documents laws here. Don't like it, move to Mississippi.
