It is the almost abusive use of lawyerly doing business. He can with one side of his face say there will be no coverage of illegal aliens. And out the other side of his face say, we are going to legalize all the illegals.....do not watch what he says....watch what he does!!!!!
So now all the other politicians who were trying to come up with how to identify those who qualify they can relax....everybody is in.

How about where does one draw the line on who was the last illegal who gets the amnesty? Are we buying into a new reason for the Mexicans and anybody else to come on in....free health care.

How about some criteria for granting them "qualified"....any criteria.....or is having made it across the border sufficient? I know how about it become a requirement is to speak english? Why not?

How does this come across to all the immigrants for all these years who have put the work into doing it the right way?

The illegal aliens already get more benefits from our government than our own poor and homeless....now why is that OK?

Every baby born in the USA regardless where the parents are from will now automatically qualify for health insurance.

Conclusion....the lawyers (just a letter change or so and sounds like liewyers)
will alway be able to word smith any outcome they need.

Another cost savings is to eliminate all the immigration offices and employees and close down all the border crossings....what purpose do they serve? Harass the legal population?

Obama is consistent......says one thing and does something else....like clock work.
