Wilbur Ross, was vice-chair and leading investor in the Bank of Cyprus, the island’s largest bank, which was “one of the key offshore havens for illicit Russian finance," according to an extensive investigative report by financial journalist James Henry of DCReport.org. "Ross has been Vice Chairman of this bank and a major investor in it since 2014.
