What do you consider a fair rate?

Yes, it is stated in the engagement letter with client. Additionally, that is why I will do a background check and require references and will have engagement letter with individual performing work.

I am willing to pay $25.00 per hour to a person that has excellent skills in both word and excel and has very good references and experience.
