Intersection of oak meadows and avinida central, car coming from target on oak meadows turning left onto avinida central, golf cart coming from winn dixie strip mall turning right onto avinida central who has right of way??????

From what I'm understanding....The golf cart could just as well be a car. So.....if this were two cars in question....who would have the right of way?

Thought about this some more.....The golf cart will go into the multi modal path on Avenida Central and the car will travel in the main road. Correct? Is there an issue as to who has right of way? I'm trying to picture this but I'm afraid I might not be picturing this clearly.

Anytime you have to cross the path or lane of oncoming traffic, you must yield. The golf cart was making a right turn, that has the right of way just as if he was going straight because the opposite traffic was making a left turn which requires them to cross their lane in front of them. The car should let the cart go straight or turn right, and then proceed if nothing is following the golf cart.

Golf cart was not in golf cart path because he would be making a left at Rio Grande gate next.
This has happened at least 4 times now, but this time ROAD RAGE from car made this especially dangerous. I'm sure golf cart had right a way but who wants to be dead right!

Assuming it's legal for the golf cart to be on all the facilities in question, then the left turner must always yield to the right turner, unless the left turner has a green arrow.
