Assuming the charger worked before the new batteries I would try and see if the charger works with a different cart if you can find one.
My assumption would be something is wrong with the battery installation. Could be a lose wire or maybe a short during the installation burned out something.
There are a verity of charges so you might mention the mfg of your cart and model and the charger specs.. Maybe someone has a similar set up and can help.

I tried my charger in a neighbor's cart and needle didn't move so assum charger has a problem. My son also mentioned perhaps wire was not connected by the New battery installer. I'm a savvy female at home repairs but know nothing about golf carts and chargerss and thought it may be a simple, inexpensive repair but Charger was inherited, may be old and and not worth
spending too much. Thx for your help, will chat with Southern Cart.

I agree with, "if it worked before the battery install, but not after", then a wire is off.

If it indeed in the charger, most charger repair is less than 100 bucks

If you can it might pay to drive the golf cart to the shop in case it is the golf cart.
You could pull a little bit on the wires between the batteries to see if one is lose.
Can your neighbors charger charge your cart? If not maybe a fuse is blown.
