If the IRS rules that the bonds need to be repaid, could a new goverment (city) be formed and incorperated and reissue new tax free bonds? Maybee we could call the new city The Villages!

Could the Villages CCD be required to open all the amenities (pools, rec centers, golf courses etc...) to the general public instead of repaying the IRS?
