I have a D70 Nikon that seems to take forever for the shutter to trigger after i have pushed the shutter button. Who can i go to for help in this area?

The nearest Nikon repair facility is near Daytona. Have you tried to reset the camera? Take the lens off. Turn it off, turn it on, push and hold the reset button. Turn it off, put the lens back on, then turn it on.

Are you shooting in "auto", "Program" "manual" "shutter" or "aperture?"

Good advice above. Before calling support get this information as well. Try taking a picture in auto, then manual and see if the delay is the same. Some of the modes take a split second to realign settings before snapping the shutter. Also does this happen more or longer when using a flash attachment? I have found some OEM flash attachments will delay the actual picture as well. Answer those, then call Nikon.

Also, check the settings on the lens. If it's a VR lens and you are shooting in VR mode there may be a slight delay. Check your active D lighting setting, could also cause some delay. Check your shutter release mode, I'm not sure about the D70 but some Nikons have settings that can delay the shutter release at varying intervals.

This may be too basic, so I apologize. Are you pressing the shutter button part way to facilitate focusing, before pressing all the way for the actual photo to be taken? Many digital camera users find the lag between the shutter press and the shutter opening, due to the camera needing to focus first.

On my digital, I find that if I press the shutter button half way and allow the camera to focus, the shutter speed is almost instantaneous, unless I'm shooting in a low light situation.

Again, may be too basic, since the Nikon D70 is a fine camera and not normally a beginners camera.
