I live in Sumter Co. so that is the tax bill I am used to looking at. The only thing on it related to water is a payment to the SWFWMD.
The Southwest Florida Water Management District, is one of five regional agencies directed by Florida state law to protect and preserve water resources. Established in 1961 the agency operates and maintains several large properties and flood protection projects, sometimes with other agencies.

The anemity fees on the water bill, break down what the fees are for, these fees are also charged on your residence property taxes, is this being double taxed for the same things?

If your question is really, is it legal? My immediate answer is this; The Morses can afford and pay for some very good lawyers. They make a lot of money without resorting to shenanigans.
They do not need to short change anyone to make a lot of money and they do not need to scam anyone. Maybe they all beat their spouses and use straws by the box full, but I am inclined to think they do not. I suspect they may save their Christmas boxes from year to year just like we do.

The monthly amenity fee that is charged along with the water bill is the fee for residents to have access to the rec centers, executive golf courses, tennis courses, pickle ball courses, etc.
The annual CDD fee that appears with the property taxes is a fee for the maintenance costs of each CDD, not the maintenance of our houses. It covers the common areas, retention ponds, flowers, etc.
Road maintenance is covered by our property taxes to the county in which we live. The county is responsible for road maintenance except for the roads in some villas.

Your Monthly Amenity Fees, Your Sanitation Collection(Garbage), Water Base, Water Use, Sewer Base, and Sewer Use are the only 6 things on your monthly bill from the VCCDD. - This is in Sumter Co. I have no way of knowing where you live. My Residential Property Tax Bill says NOTHING about water except what goes to the SWFWMD......which is NOT the water company.

Look up The Villages lawsuites, perhaps that will open your eyes, or not. There is nothing but scamming going on, especially to widows.

I looked up "lawsuites" and found a bunch of offices for rent.
When I looked up LAWSUITS the only one I could quickly find was a $40mill settled class action from 2008 in which the settlement looked interesting.
