OP, you should never get permits yourself, that puts you in the position of being the general contractor. Your contractor should always be required to pull any and all permits, they will have to show license and proof of insurance, that way YOU are covered. IMHO, ARC approval should always be made by the homeowner, I got burned by a contractor that told me they did this but did not! Also got burned by a subcontractor rthat was supposed to pull both a SPA permit and electrical permit, neither were pulled, found out 18 months later, what a mess.
