I read this article twice and it still strikes me as hilarious!

An award for how well a budget is PRESENTED - and they have won it for 21 consecutive years.

I have to wonder is there also a "Distinguished Certificate of Recognition for Budget Presentation Award" awarded? And if not, why not :)
