I caught them taking pictures of my Neighbors Property.

It is bad enough are Property taxes went up by 25 % in Sumter County But now they are playing Peek-A-Boo around our homes.
The Sumter County emblem on the side of a Chevy Impala is white with small Red lettering to blend in with the car.
There Windows are tinted better than 75% so you can't see who's inside the car (Drivers and Passenger Windows) which the Florida State Law i believe should be no more than 5%.
Why are they Hiding and acting so covert.
I caught them taking pictures of my Neighbors Property's.
I don't like there sneaky tactics and i believe they are not only putting themselves but the public in danger. If the Sumter County Assessors office is willing to break D.O.T. State and Federal Laws what other laws are they willing to break.
Local Government and big brother is watching you!

Did your neighbor have some recent additions? If so how else would it be verified?
A new conspiracy is born!

No addition's as fair as i know. It can be done by Permits.
Just FYI don't shoot the messenger.
I particular don't like big brother watch with that type of intent.
Why are there windows in the car so dark and why aren't the signs on the cars bigger to properly identify them.

Oh.no.....people are spying on us now! Let's report it to the authorities.

I think you where missing my point.
Search the TOTV and you will see the tax appraisers where taking the liberty of walking from house to house looking in windows which i think is a invasion of our privacy's.
here is the link. It is a very common practice by assessors;
I do like my privacy as other do also.

I only seen them taking pictures in the street. I think i was to late once i drove up on them and they got startled or they were done with what ever they where doing. Assuming they where from the assessors office.
Anyone can make the signs on a printer these day.

PRESS RELEASE Immediate Release Contact: Bradley Arnold 11/01/2019 County Administrator (352) 689-4400 Bradley.Arnold@sumtercountyfl.gov

Pavement Preservation project: Cul-de-sac closure and schedule
The Villages, FL – Sumter County contracted with Reliable Pavement Maintenance through CW Roberts to apply highperformance Polymer-Modified, fiber reinforced asphalt emulsion on designated Cul-De-Sacs. PolymerModified, fiber reinforced asphalt emulsion acts as a protective layer for the underlying asphalt pavement extending the life of the pavement. This notice is provided one week before the start of the project.  Expect the designated Cul-De-Sac to be closed for 13 hours (7 am-8 pm). Work is to begin, and the Cul-De-Sac will be closed at 7 am. Homeowners can reenter with their vehicles at 8 pm once work/cure time ends. During these 13-hours, there will be no access to the Cul-De-Sac, and traffic control specialists will be onsite to inform residents of the closure from 7 am to 8 pm. After hours, the Cul-De-Sacs will be blocked off using traffic control devices, and only homeowners will be allowed access. Under no circumstances should anyone drive or walk on the Cul-De-Sac during the 13-hours of closure; otherwise, damage to the Cul-De-Sac and personal property (i.e., Vehicles, Golf Carts, Pets, and Clothing) will occur.

 The Sumter County Ordinance prohibits vehicles from parking on the street, there are designated parking locations, as shown with this notice. A shuttle service will be provided from 7 am to 9 pm (Monday thru Friday) for residents affected by this closure to and from the parking location and the area of the residence only. Selection of the parking area will be the one most convenient to the affective residential area. To schedule a pick-up, call 863-812-1882 to connect to the shuttle driver, provide your name, address or parking location, and pick-up time. Please allow the driver up to 15 minutes to arrive for the pick-up. After pick-up, please provide the driver with the residence address or designated parking area.

 For emergencies (Fire, Medical, etc.), please call 911. Emergency vehicles will be allowed full access to roadways at ALL times.

 Make sure no vehicles, boats, trailers, etc, are parked on or near the roadway during the scheduled 13-hour closure time.

 Don’t place or allow to be placed, garbage, or debris in the roadway.

 Turn off all irrigation systems for this day, starting at midnight the night before. Asphalt Emulsion performs best when placed on a dry surface, and often irrigation systems wet the roadway. Feel free to resume normal irrigation after the cul-de-sac reopens.

I think if it had been me, I would have called the Sheriff’s office and told them a suspicious car was on my street, and I couldn’t tell who was in it because the windows appeared to be tinted more than 75%; could they please check it out. If nothing else, they might be cited for the tinting.

If I found someone in my backyard without notification, I would first ask who they are, unless they looked scary to me. If so, I’d call the Sheriff’s office and tell them a stranger was in my backyard.

If someone had a clip board, my first thought would be they might be a troll.

The tinted dark windows and the hardly detectable logo is my exact Point.
The windows are deliberately tinted dark and the logo is white with very small Font so they would not be detected easily.
Why would the Sumter County Appraiser act this way.. Just a FYI that is what the logo said "SUMTER COUNTY ASSESSOR".
If they had nothing to hide why would these cars be so camouflaged with dark tinted windows and very small logos'
Something tells me someone or a group of people are fighting there taxes and the assessor is gathering information for the fight.

They have to verify some of the permits, I recently had some work done by T&D and the tax man stoped by to ck what was done but only had to look in the front door to see what he needed.
He was very polite and explained what he needed.
Sometimes the home owners can be pretty sneaky

Just curious does the tax man look at every house for a far assessment? I think not, some homes are 100's of thousands under assessed and over assessed.
Doesn't seem like a level playing field for everyone.
I still don't like there dark windows and covert attempts to get info.

Taxing authorities are required to keep assessed values current. Periodic updates are necessary to assure fairness , for the benefit of all. The conspiracy theory espoused in this thread are a bit much. I don't think there is any rule or law that prevents a government agent from entering an open yard or taking pictures in order to administer a lawful public purpose.

I don't mind. Anyone can see it anyway. All of our lots and our property are imaged from above and are available for anyone to see. I haven't been in any trouble of any kind other than banned from this forum for a week. In the past I have invited and we have entertained as many as 60 TOTV'rs at a gathering at our home in Hadley and the one we now live in. We would do it again. I am almost eighty years old and have fairly good common sense. We all worry about different things. Privacy is not one of the things I worry about.

I don't see anything wrong with a tax appraiser driving by and taking photos of a house. It's their job to estimate the value of houses for tax calculations. And Florida law allows window tinting as long as 28 percent of the light can come through the window.

i don't either.
however it is the entrance of property's without invitation and looking in the windows is a invasion of privacy that i have a problem with.
Also better than 75% tinted windows and not properly marked cars is my complaint.
Has anyone looked at the assessments on Mr. Hooten's property, It doesn't look like he plays by the same rules as he makes us play by.

Thank You for your input but it was checked out and indeed it was the Sumter County Assessor vehicle.
My Point is the sneaky way they acquire there information by heavily darked windows and not properly identified vehicles.
I myself do not like Government watching everything we do and the improper behavior of government officials that act in the way they do.
The proof is in the pudding. Just search Hooten's property and see his lack of properly taxing of his own property's.
The Villages residents is paying the brunt of the tax Burdens in Sumter County.

I don't agree. The Hooten's property is in Bushnell in a rural area. There is a huge difference in prices in available homes in The Villages and outside the Villages. Location is key in pricing of homes everywhere. AND in the appraised value.

I also don't understand your reactions to people just doing their job. Lots of people work for the government.

Again for the third time Material Cost, Contractors cost and insurance cost do not change when you leave this area. Hoot*ens home built in 2009 better than 2700 sqft for 100k is prices from the 70"s!

I think you are looking at the property that is his office. They own several pieces of property. What I thought to be his home is somewhere in the 300 thousands. Under Robert and Jennifer Hooten.

I don't know this for sure, just looked at the sumterpa.com under Hooten. It could be an owl family.

No!
I am looking at his home. In 2009 he built better than a 2700 sgft house for 100k.. that is roughly 37.00 a sqft. The average house in the Villages is 150 to 200 a sqft. You couldn't even buy the materials for 35.00 sqft. The math doesn't lie!

Don't recall being to Bushnell.

Here is what folks are asking for homes from this site.

The tax appraiser could be corrupt, or he could be the son and grandson of a Baptist minister with a nice wife and child. I don't know him. Do you?

Hopefully the data from the tax appraisal site and the following interpretation will help us understand the situation better.

IMHO the Hooten residence has the parcel ID NA5A008

HOOTEN JOSEPH B & JENNIFER R 4596 CR 311 BUSHNELL
(AG IMPROVED W/ HX) To me this is agricultural land with a house on it
Further details indicate that the house site is 1 acre and the property has an improved pasture of 9.1 acre

The land was purchased for 100,000$ The home was constructed later.

The market value of the improved entire property with house is listed as $346,890
The assessed value is $215,000 (is this the result of having an agricultural assessment?)
Might mean a reduction of about 90,000$ in land value
Is 90% of the land assessed at minimal value?
The Hooten's have taken two homestead exemptions correctly (-$50,000)
So the property is taxed based on net appraisal of &165,000
Using an agricultural assessment is valid if the property meets the criteria. It is used extensively just check what the Villages associated land companies do.

I believe that the Hooten's have used the available property tax rules to their advantage. That is not cheating

I am not sure I agree but it doesn't pass the smell test in my opinion!
After further research it says built in 2009. But lets assume you are correct and purchased the land for 100k and the house was built for 115k. That is less than approximately 40 Dollars a sqft. Still doesn't pass the smell test. Why is the market value in the high 300's but taxed at less than 2/3rd of it's value! Hmmmmm
