Can anyone help me unlock a cellphone ?

What carrier, what phone and what is the entire story? Was it new, did you buy it second hand off eBay or Craigs list? Is it fully paid for? Did they tell you someone skipped out on the payments? If it's an iPhone it's impossible unless the carrier does it. There is also a "temporary unlock" sim you can buy for some phones.

I think OP means that the phone is "locked" to a specific carrier, not locked as in can't log into it.

Whether or not the carrier it is locked on will unlock it for you depends on various factors. You can buy unlock codes for many phones on eBay that work, assuming the phone wasn't stolen or something. As someone noted, more info needed.

My grandson bought an unlocking key from eBay some years ago.
Nominal amount, and it worked.

Who was your carrier? AT&T unlocked my iPhone in 10 minutes after I called them.

You are not understanding the poster's problem. He is not trying to log into a phone for which he has no password. His phone is configured to only work with a specific provider and he wants to use it with a different provider. The original provider can enter a code that frees you from that limitation but they have rules about when they will do it. Sometimes you have to have had service with them for some length of time.

Poster hasn't responded (AFAIK) to questions about the provider, where he got the phone, etc., so it is difficult to help.

Most providers require that it be payed off if it is on an installment plan. Apple sells unlocked phones
