Traffic light at 466 and Chula Vista Ave

The rumor was that a light would be installed at Chula Vista Ave. and 466 by the end of this year 2010. Now I am hearing the project is on hold due to a right of way dispute.
Anybody know about this one?

It was not a rumor that a light was to be installed.
It was a FACT stated in either the VHA or POA newletters and they are both ''gospel''.

Don't know anything about 'right of way' issues.
