Prefer they spray

I did my own wicker chairs. Was easy. Came out great. Would recommend a clear coat over the color.

This is a good DIY project but there can be some problems. First the existing paint may need to be sanded, any loose paint needs to be completely removed wire brush or similar. If there is rust this needs to be treated. You might need a suitable primer if the old paint is in real bad condition, and this should definitely be used over any rusted areas. The other item is paint compatibility, you will need to spray a test area to make sure the new paint is compatible with the old paint.
You did not mention the base material of the bar stools, wood, iron (or steel), or aluminum. Aluminum can present special problems especially if exposed to outdoor environment. You NEVER use steel tools on aluminum, these must be stainless steel, and have never touched or been used on steel. This will cause contamination of the aluminum and cause the paint to fail (first hand experience here).
If you are lucky, none of the above cautions will occur, and you can simply spray paint and get a very nice job.
