Rather than rely on hearsay, check for yourself: VCDD Community Standards (https://www.districtgov.org/departments/community-standards/DistrictAdoptedRules.aspx)

They use to allow signs in your yard (waiving the restriction in your deed), but in 2019 the board decided to eliminate this waiver and return to the stated limits in your deed.
In practice if the event is short duration, like a garage sale, they won't catch you. A complaint would have to be made to Community Standards and then go through the process that takes time. Realtors have mostly abided by the restrictions, so home sale signs have mostly gone. We have a for sale by owner sign for a house in our neighborhood, and unless someone complains it will likely stay there. But the official stance is no signs.

I believe (but call to confirm) you can have a sign (size is limited) in a front window.
