Can anyone tell me why a golf cart would backfire when slowing down. Is there a easy way to fix it or do I need to sent it for service?

Sounds like your carb is staying open, when your foot is off the gas. This allows gas to keep flowing and will cause a backfire. I would lengthen the throttle cable to see if this will close the carb first. Depending which type of cart you own, there should be an adjustment nut to either shorten or lenghten this cable. Also check your spark plug gap.

Mine did that before the throttle cable broke completely.

Same thing happened to me. I took out some slack in the throttle cable (it was really loose) and then the throttle didn't close all the way and it backfired. I just loosened it a little and all is well.
