I live in a typical village home with a tiled shower with a tiled shower seat. For medical reasons, I need to remove the seat and make the shower more accessible. Does any one know if there is concrete under the seat ? I would would also like to raise the floor about about 1" so that it is almost flush with the outside tile.
I am looking for a dependable tile installer with experience in this type of work. Please let me if you've done this and how it worked out.

There is concrete under the shower stall at the shower floor level. The seat is constructed of wood framing on top of the concrete floor. A contractor may be able to remove the seat and reconstruct the shower stall, but it would probably involve installing a new waterproof shower pan. This will be pretty expensive, especially if you want to raise the shower floor level. And, you will most likely need a general contractor or bath contractor, not just a tile installer.

Be careful about raising the floor of the shower, you may end up creating a potential flooding condition for the bathroom. I tapped on our corner shower seat, and I doubt it is wood, sounds the same as the floor, solid concrete....

Is it ok to tile directly over tile and skip a new shower pan?

Not usually. There needs to be a watertight connection between the finish tile floor , the shower pan, and the drainpipe.. Sounds like you should get 1 or 2 bath remodeling contractors to take a look, and suggest builds that they can live with.
