Yamaha cart slowing down on slight grades

My Yamaha EFI drive has great pick up when starting out, but on a slight grade it slows down to around 16 mph. I have the governor screw all the way backed out, is there any other reason this slows down ?

We have a 2021 Yamaha that also struggles up anything that's not flat. Bottom line, they are torqueless pigs. lol
