Local attorney to write a letter.

I have a local dispute with a neighbor. Community Standards says it is a civil issue and will do nothing. Most attorney's want the big cases and will not handle cases this small. Anyone know of an attorney or even a retired one I could talk with and possible get a letter written to send? Thanks in advance.
