Just observed the two troll ladies in our neighborhood a few mins ago. Red Yamaha golf cart, two white haired ladies, one with clip board and just writing away in front of one of my neighbors. A lot of work for nothing because I believe that districts one and two do not have the lawn ornament restrictions that the newer districts enforce. I certainly hope that the nosy busybodies get put in their place when they attempt to turn in their tattling reports. :ohdear:

In your apparent shock and anger did you bother to ask them what they were actually doing? Perhaps they were "creating" a golf cart scavenger hunt with your neighborhood as the basis of the hunt. Our neighborhood social club sponsors a scavenger hunt every couple of years in different neighborhoods. Great fun and a way to learn about different villages.

Well, IMO before resale property in any district it should be guaranteed restrictions free from that district. New buyer should not be held responsible for prior work not approved or done wrong. Lawn ornaments are mood point and easily removed. But, fixing somebody’s hatchet illegal contractors job shouldn’t be worrisome problem for new owner of resale. Like I said MY opinion.

Yes, but then everyone on that street who lives by the rules has to put up with someone’s “hatchet job”. How is that fair to them? Many people buy in TV because of the beautiful area. The visual oasis that has been so carefully designed and the thousands of dollars each householder spends to upkeep their lawns etc. After all that they should turn a blind eye towards a rogue homeowner?

I'm not sure I disagree with what they're doing.
Isn't it true that even if a report is made, the authorities check things out themselves before any action is taken? And if so, then how is this any different (except in degree, of course) than calling the cops when you see someone acting suspiciously, or reporting a shoplifter to the store manager?
I can see where this would be irritating, maybe a major inconvenience if the the authorities verify that that they're in violation of something and are required to make it right. But aren't they doing all of us (except the violators, of course) a favor?

Sounds like an opportunity for a new business. We already have title searches and home inspections so why not a deed-compliance inspection? Then the buyer can choose whether to purchase the potential problem or ask the seller to correct it.
One important thing: The CDD should not be involved in the process of selling a home. The deed-compliance inspection should be between the buyer and the seller, it shouldn't be a document that needs a signature from CDD (or Community Standards).

I believe they do but only after receiving a complaint. We don't need a lawn-ornament police force driving around looking for problems. We don't need the troll ladies doing it either.
I'm undecided on the idea of anonymous complaints but the current process could be improved. I assume that today anyone can file a complaint - the troll ladies can travel from CDD1 down to CDD14 filing complaints as they go. I believe the complaints, anonymous or not, should only be accepted from someone residing within a mile of the offending property. If you live more than a mile away then the issue really isn't affecting you (so mind your own business).

The reason for the report was NOT to complain, but just to enlighten those that in the past had speculated whether the trolls were a reality or not. I'm not angry, since they won't find any problems with my home. Personally, I find it pathetic and am embarrassed for them if they live in the Villages and can't find anything better to do than tattletale on some that are not even close enough to be their neighbors. The home they appeared to be taking notes on, has some peculiar items in their yard, but I do not find it offensive or ugly. It hasn't lowered the home values in the neighborhood, and there are many other homes on our street with more lawn ornaments. Personally, I find them interesting. A home just two houses down recently sold for over $600K after being listed only one day. According to the deed restrictions, district one and two seem to be pretty open to personalizing lawns. Whether one likes it or not, as long as one follows the rules, no one can fault them.
There had been some discussion as to whether these lady trolls were real of just urban legend, so I my interest was piqued when I observed a golf cart stop in the road and one of the women writing on a clip board and pointing in several places on the property of the neighbor. Then they drove off, and I didn't bother watching anymore.
I follow the rules in most cases, but I have no problem with artistic diversity rather than military housing style of uniform appearance.

I don't get it. I don't have any deed restriction violations. If I have a deed restriction violation, I don't care who complains. I will correct it immediately. If you have deed restriction violations, you should do what it takes to eliminate them. What difference does it make who reports the violation? Why are people trying to renege on what they agreed to do?

Do they ever make a rolling stop in a car? Do they always use their blinkers when changing lanes? How would a troll feel if someone followed them to report any traffic violations? It really is the same principle. I just can not understand the mentality of why someone would want to do that? A feeling of power by a disgruntled person who has none?

I tend to agree. Yes, everyone should abide by the deed restrictions they agreed to, and yes, the system allows for anonymous complaints. However, it just seems fundamentally wrong for miserable people with nothing better to do travel from village to village and report what they perceive to be violations when it in no way affects them. If there is a problem, it is those directly affected with having to see it or worry about property values---the neighbors---to report it, not some old biddies. Even though the end result may be the same, it just seems different---kind of like getting a speeding ticket because a LEO pulled you over vs. getting one in the mail because a traffic cam caught you. And to those that have defended these trolls, ask yourself----would you arm these "ladies" with a radar gun and camera and let them report traffic violations?

that you don't think those two ladies are doing what others wish they'd do. Anybody that thinks people that want to hold people accountable for their actions are bad are the actual problem. I'd rather have "busybodies"(otherwise known as responsible citizens)doing what they do than have people ignore the rules, regs or deed restrictions that we all agreed to when they moved here.
The people that ignore the restrictions are self serving, egotistical and narcissistic. They could care less about anyone else.
You go two ladies and anyone else with the cajones to help enforce the regs. Most of us know by now that if someone doesn't point out a house that steps over the line that is set that nothing will be done.

We sadly tend to think the worst of people. We just had our home painted. Rather than trying to deal with color swatches, we drove around in our golf cart and made notes of homes we liked. A red golf cart-yup. A guy and a gal. No clip board-index cards.
Beware, we will be out again wife wants to have the drive painted.
Sadly, some people have to much time on their hands.
Far as minding each others business. Years ago I met an elderly disabled lady, who was wheelchair bound. Some neighbors issued several complaints that her wheelchair ramp needed paint. Another neighbor came over with a grill and had volunteers paint her ramp after asking her for permission.
All, including the TROLLS if they exist should wonder.

It takes NO cajones to anonymously inform on someone.
I have no problem complying with the restrictions. If a neighbor doesn't like what someone had done to their yard that violates codes and they report it, I have no problem with that. If no one in the neighborhood has a problem with it, then it isn't the concern of anyone else.

Thanks to the OP for confirming the existence of these ladies.
If they were to travel along our street they would be reporting just about every house. Nearly all have something that doesn’t fully conform. But we are neighbours and I mean that in the true spirit of the word. We enjoy not being too uniform. I’m sure if there was something too much beyond the standard we would do the neighbourly thing and have a quite word. Our view is - be kind.

That's a great idea. Next, we could take the previous suggestion and pay people in Community Watch and Deed Compliance to do that. Then, so there is no confusion, we could issue them uniforms, perhaps with an armband that has some symbol on it. We could encourage any neighbors to "turn in" violators as well. Next, we could give these "enforcers" the authority to destroy anything that is considered a violation. For safety, we will need to arm these officials with automatic weapons. Then we could unleash the media (Daily Sun) to build these violators into an existential threat to the rest of us. After that, they could take your suggestion and "move" violators, perhaps to a camp of some kind. Be careful of what you wish for---those that fail to learn from history are doomed to repeat it.

There are old threads, with posted pics of the red cart ladies, on several occasions. Neighborhood Story that someone turned both of them in for Items in their yards. Since then it has been a get even kind of pilgrimage, to many different neighborhoods.
From posted pics, they travel from area to area, in a Red golf cart, clipboard in hand. In our old neighborhood they were spotted pics posted in neighborhood website. Few weeks later card placed on front door for infraction and 30 days to remove or be fined. I would have to go to our old neighborhood website is see how many compliments were written, but it was over 30,
One complaint was for pink flamingos that were for a neighborhood party. That was pretty funny.

Up in NY/NJ, there was a steakhouse restaurant (Off Rt 4 I believe) that had a huge, at least four times real size, bull out front. When the owner sold, he placed the bull on part of his 3 acres in Saddle River. In HS at the time, we heard repeatedly from parents, and neighbors, the complaints. A group of us underage (hopefully past the statute of limitations) good citizens did what good neighbors should, we started to move the bull late at night. First it was around the guys property, then one day we started to put him at the different High Schools (He was bolted to a trailer). Perhaps if some started moving code violating nick naks in TV, the homeowner will 1) get the hint 2) believe their items are possessed and trash them, or 3) (most likely my scenario) Not even realize they are moving?

I had a lady in an SUV taking photos of my neighbor's house. She saw me in my driveway and told me she was looking at exterior paint colors.

The reason for the report was NOT to complain, but just to enlighten those that in the past had speculated whether the trolls were a reality or not. I'm not angry, since they won't find any problems with my home. Personally, I find it pathetic and am embarrassed for them if they live in the Villages and can't find anything better to do than tattletale on some that are not even close enough to be their neighbors. The home they appeared to be taking notes on, has some peculiar items in their yard, but I do not find it offensive or ugly. It hasn't lowered the home values in the neighborhood, and there are many other homes on our street with more lawn ornaments. Personally, I find them interesting. A home just two houses down recently sold for over $600K after being listed only one day. According to the deed restrictions, district one and two seem to be pretty open to personalizing lawns. Whether one likes it or not, as long as one follows the rules, no one can fault them.
There had been some discussion as to whether these lady trolls were real of just urban legend, so I my interest was piqued when I observed a golf cart stop in the road and one of the women writing on a clip board and pointing in several places on the property of the neighbor. Then they drove off, and I didn't bother watching anymore.
I follow the rules in most cases, but I have no problem with artistic diversity rather than military housing style of uniform appearance.

Yesterday....I observed over 200 golf carts drive past my house on Morse Blvd. There may have been more but I had to nap and may have missed a few. Some of them had....wait for it.....GOLF CLUBS on their carts!!!! There were ladies and men....some laughing and smiling. So what are those trolls up to??? Hmmmmmm...........:1rotfl:

I'm pretty sure Florida has laws that prohibit this. It would require the consent of both parties. A picture of their cart would probably not get you into trouble but a picture of their faces or any other thing that positively identifies them can be taken and posted ONLY with their permission.

Here we go again. For some reason those who violate a signed contract are doing nothing wrong, and the ones who point it out are. And, people like to call them names like "trolls".
Let's come up with a name for those who cannot follow the terms of a contract that they willingly signed.
Some years back I got into a conversation with a woman about driving. She claimed that it was perfectly OK if she went 10 or 15 miles per hour above the posted, as she was a better driver than most on the road anyway. When there was no other traffic she claimed to go even faster.
I replied that speed limits are not suggestions and are there for the safety of all. Her response: "I suppose YOU never go over the speed limit when there is no chance of getting caught?"
I remember my answer. "No. And I think your question says a whole lot more about you, than it does about me".
She was at a loss for words after that.

Up in NY/NJ, there was a steakhouse restaurant (Off Rt 4 I believe) that had a huge, at least four times real size, bull out front. When the owner sold, he placed the bull on part of his 3 acres in Saddle River. In HS at the time, we heard repeatedly from parents, and neighbors, the complaints. A group of us underage (hopefully past the statute of limitations) good citizens did what good neighbors should, we started to move the bull late at night. First it was around the guys property, then one day we started to put him at the different High Schools (He was bolted to a trailer). Perhaps if some started moving code violating nick naks in TV, the homeowner will 1) get the hint 2) believe their items are possessed and trash them, or 3) (most likely my scenario) Not even realize they are moving?

That's a wonderful idea. Everyone who spots them should call the police. Other than the fact that it wastes the time of LEOs (which is a major drawback), perhaps enough encounters with the police would discourage the old biddies from trolling. Probably not.

I would have thought that if you actually stop them and ask them to explain exactly what they are doing and why, that might shake them up somewhat. If they have no viable answer then ask for their names and addresses and tell them you intend to call the police because you believe they are casing the area for nefarious reasons. You could also pull out your phone and start dialing.

I apologize to the "trolls" and for mentioning gender specific. On the other hand, my description of "nosy busy bodies" seemed quite accurate. I was assuming that they were "tattling" since they had a clip board and were taking notes, but you may be right and they were just examining landscaping for ideas (sure). Describing them as "white haired ladies" may have been taking a bit of artistic leeway, since they may NOT have been "ladies" after all.
Me "tattling?" Hmmm, making an observation and using it to support past statements on this site, does not meet the pervue of "tattling" as there is no position of authority to tattle to.
My office has a view of the street and I notice when someone passes by. Not quite a neighborhood watch, but I readily volunteer assistance to my neighbors as needed. Anything that looks untoward warrants observation, if not just plain curiousity.
Like I said, I have no problem with obeying rules. On the other hand, I have no problem with some civil disobedience as long as it does not break the law or personally irritates me or my peaceful coexistance. I once lived in a neighborhood where one neighbor edged his landscaping with green beer bottles, lined up like soldiers side to side, with bottle neck buried and bottoms up. Unusual, but it did not cause me any aggrivation or discomfort.
I had no need to photograph those two busy persons, as it is obvious that this gives them purpose in life. I am making a supposition when I say that perhaps their husbands (or partners) passed just to get away from them. Like they say, different strokes for different folks.

It's only "bait" if hunting. Since I do not play golf, I find some conversations interesting, ....other than discussions about the condition of golf courses or those about gates being damaged. When confined to your residence due to covid infection, one has to make do when it comes to passing the day until quarantine is finished. And to alleviate any questions, yes I am vaccinated. And so is my spouse and those that I obtained the infection from. Five days at home is simply a vacation within a vacation. :)

I am wondering whether the ladies of the famous red golf cart are the only ones turning in complaints? Some % of the complaints could be from real estate agents that have a house for sale in that neighborhood - they would have a vested monetary interest in the block looking as compliant as possible? The people that ignore the restrictions are self serving, egotistical and narcissistic. They could care less about anyone else.

Sounds like an opportunity for a new business. We already have title searches and home inspections so why not a deed-compliance inspection? Then the buyer can choose whether to purchase the potential problem or ask the seller to correct it.
One important thing: The CDD should not be involved in the process of selling a home. The deed-compliance inspection should be between the buyer and the seller, it shouldn't be a document that needs a signature from CDD (or Community Standards).
I disagree, they make the rules, they need of up hold them before some poor sap buys house and now could be faced with $$$$$ do overs. Read several horror stories when new owners got troll write up after they moved in.

I suppose we could have been suspected as being “trolls.” But —- CDD 5 refuses anonymous complaints.

I'm not sure I disagree with what they're doing.
Isn't it true that even if a report is made, the authorities check things out themselves before any action is taken? And if so, then how is this any different (except in degree, of course) than calling the cops when you see someone acting suspiciously, or reporting a shoplifter to the store manager?
I can see where this would be irritating, maybe a major inconvenience if the the authorities verify that that they're in violation of something and are required to make it right. But aren't they doing all of us (except the violators, of course) a favor?

Gary you are 100% wrong. There is absolutely no action taken based on a complaint until the reported violation is verified, VERIFIED, by Community standards. It is the district which then enforces the deed violation. I never cease to be amazed at the lack of knowledge some people have and how certain they are in their disagreement.

Since there are many such examples, a photo would be a moot point, UNLESS it showed them taking notes on a clipboard. In your apparent shock and anger did you bother to ask them what they were actually doing? Perhaps they were "creating" a golf cart scavenger hunt with your neighborhood as the basis of the hunt. Our neighborhood social club sponsors a scavenger hunt every couple of years in different neighborhoods. Great fun and a way to learn about different villages.
My club has been working on planning a scavenger hunt.
We have approx 6 people out & about, looking for items to include in the hunt with hints. Don't be so quick to judge. (to the original poster)
Three of the clubs I am in are each doing different scavenger hunts in different areas.

If you are on your neighborhood website, someone will post pics. But only 3 have posted pics on this site, by long time posters.
One would think they would use different cart, but guessing they either don’t realize they aren’t as stealth as they think, or don’t care. There are very clear videos of the red cart clipboard people, taking photos of their home. Our old neighborhood site posted multiple clips and photos, thanks to outside cameras.
Same ladies that have had their pics taken at other neighborhoods. Within 10 days you were visited by TV complying or fined.
I actually feel a little sorry for them, Sad life that all you have to do is drive miles to other neighborhoods, to find things that may or may not be a compliance issue, write down address, and what they found, then return home. File online. Wonder if they return to see if TV is actually confirming their lifestyle event

This week they were trolling in Santo Domingo. Stopped in front of my place for 2 minutes and took notes. I have a 4 inch tall cement frog in my foyer. To my knowledge District 2 doesn't have restrictions. If they did, that 4 foot tall painted tin traveling pig would have been gone long ago.
I have the episode recorded on my security system. Red cart with very distinctive red roof. I await the complaint...maybe the color of my new bark (brown) is out of compliance.
Or, it could be nothing.

Yesterday....I observed over 200 golf carts drive past my house on Morse Blvd. There may have been more but I had to nap and may have missed a few. Some of them had....wait for it.....GOLF CLUBS on their carts!!!! There were ladies and men....some laughing and smiling. So what are those trolls up to??? Hmmmmmm...........:1rotfl:

Anyone want to start a lucrative business here inside TV ? How about a home inspector that is familiar with the covenants by district and includes the finding in the inspection report. Better yet warranties the home was within the covenants and insures replacement / correction value if the inspection was not accurate and suit was brought against the new owner. I would pay extra for that piece of mind.

This IS the community, TV is complaint driven enforcement. But, they really should stick to their own neighborhood. We have many infractions on my street, they are tolerated because they are quite tasteful and no one here objects. That is how it was envisioned to be, I guess.

Just a follow up on the observation in #1 OP:
Turns out that there was a golf cart scavenger hunt shortly after the day of the observation of the two ladies with the clip board. Just wanted to put minds to rest that they may have been the trolls that are routinely complained about. Pretty sure these ladies were part of organizing the hunt. Like I said, this district does not have the same lawn ornament restrictions that other districts have so there is no reason for them to be trolling around here. We have numerous lawn ornaments displayed throughout the neighborhood and homes sell within days of being placed on the market. No one seems to be concerned about "lower property values" due to lawn ornaments. But, if you enjoy a sterile neighborhood, absent of any personalization, then there are plenty of newer neighborhoods with homes for sale.

In grammar school I was famous for never doing my homework. In 5th grade there was a girl in my class, who as legend had it, was the daughter of an FBI agent.
Everyday she'd raise her hand and announce to the teacher that I hadn't done my homework. I never did figure out what weird thrill she got out of doing that. The teacher would respond by making me write my name on the chalkboard.
Years later I think I figured out that the teacher was more annoyed by her, than by me. She already knew I hadn't done my homework, and didn't really want to deal with me yet again on the same subject, revisited day after day, but since my transgression was announced publicly, she had to do something or she'd be seen as allowing it. So, she made me write my name on the board. I do remember eventually she told the girl to stop tattling and just mind her own business.
These discussion of the "clipboard ladies" reminds me of being in 5th grade. I'm not sure what comes across as more childish, the outrage over the actions of the tattle tales, or the moral superiority of "if you obey the rules you have nothing to worry about."
Either way, thanks for the ticket on my trip down memory lane.

A lot of work for nothing because I believe that districts one and two do not have the lawn ornament restrictions that the newer districts enforce. While at Lake Sumter sitting at SBX a few days back around 4:30PM there were 5 or 6 couples (all combinations inc WW MW MM) walking around with clipboards. Oh wait, it was a scavenger hunt!
There are also scavenger hunts in various neighborhoods WITH 2 PEOPLE IN A GOLF CART AND CLIPBOARDS. Could it possibly be that? My wife and I did one 2 years ago with our cart club and yes, she had a clipboard and I was driving.

Not there that day but according to the tour guide she was there yesterday and planned to visit tomorrow so just our luck missed out.

Our first neighborhood was visited by the true red cart clipboard women. 56 complaints filed. Very nice gentleman from Community services knocked on our door with the complaint a “white cross” out front. Told him, not our yard unless someone else put it there. A vine that had died, did in fact look like a semi cross.
He laughed, wrote down no infractions, and then said “I wish these two women would get a life. Who has time to drive around the neighborhoods right up 50 complaints and then file them.”
According to the gentleman that came to our house he said the clipboard ladies we’re on a revenge outings. Both were turned in for having crosses in their yard. They fought and lost. Now mission to make sure you don’t have something they couldn’t have:boxing2:

Not a violent person by any means but scaring the crap out of them might be a good way to get them to find another way to amuse themselves.
Oh absolutely no violence. If someone is sitting in front of my house taking notes? It would not be ignored by me that's for certain!

Actually this is how their reign of terror gets ended.
