I have an spare older 1999 2 seat Club Cart that could use a NEW Enclosure.
Who should I contact ?
Not looking to spend a lot not sure how many more years I will have it. But it keeps on running and is still my son’s favorite to drive when he goes golfing.

Hard side or soft side? I would go to amazon or any of several golf cart accessory websites and purchase what you are after, then install. The softside type appear to be very straight forward, as I have repaired a few, hard side I would not touch. You might find someone at the Market of Marion also.

are they difficult to replace?

I love the hard sided enclosures, the ultimate fart box on wheels! smells like yesterday!

are they difficult to replace?

While I have not done this, from the repairs I have made, replacement should be straight forward. My main concern would be the possible reuse of existing holes which may present a problem. I would avoid this, or take precautions so any screws or bolts in these locations do not fail.
If you do not find someone to do this, let me know, I love a challenge.
