seeing something new in the lawn , where it comes up from the ground looks a lot like the "grass" reseeding itself if a problem, how to fix?

Not a problem unless it it is an invasive grass in your lawn.
Most will get mown away during regular cutting, and not reach maturity.

the lighter colored structures ripen (?) and seem to shed what looks to be very small seeds, the investigation continues
