You probably wouldn't be able to drill the outside where neighbors could see.

If the fence is shared with your next door neighbor, it is not your fence. You are required to maintain your side of the fence. I would definitely not drill a hole in it.

We have a wall in the back and white fence on each side. I could see using some stick on hooks etc but not drilling through.

I just would not drill all the way through. I have drillled (not all the way through) and put in a hanger at the post but not much to drill anywhere else.

why would you want to destroy a beautiful fence in the first place. I don't like when people want to take a very beautiful yard fixture and make it look like a slum lives there ! Like the people who painted a mural on their garage door. Looks so trashy !

The original owners of our courtyard villa had drilled through the fence out front (not shared with a neighbor) and put up a flag holder. We ourselves don't use it, but it's never been a problem. I would like to remove it, as the screws are starting to leave rust stains on the fence, but I'm not sure how to cover the holes. Any suggestions on this issue? Thanks!

Remove it and glue some plastic screw caps over the holes.

Read your deed restriction document. In my deed restriction document, maintaining and/or repairing the fence is a shared responsibility with your neighbor. You are responsible for maintaining your side of the fence.

Read your deed restriction document. In my deed restriction document, maintaining and/or repairing the fence is a shared responsibility with your neighbor. You are responsible for maintaining your side of the fence.If you don't you are fined stepped up money fines. Remember this when you purchase a HOME IN ANY CONDO Hoa TYPE DEVELOPMEMT .That just the way it is to keep it safe and beautiful so when you rent be advised the restrictions must be followed by your renters.
Note as like my condo renting is not permitted.

Was the mural approved by ARC? Someone in our village had a mural painted on their driveway. I don't think it looks good at all. I have no idea if ARC approved it though.

Yes the mural in Historic section was approved by ARC. Every village is different.
