Just wondering if anyone heard the noisy block party going on last night til after 1 in the morning. We live in a village about a mile south of Sumter Landing, and were kept awake with loud rap music blasting late at night. Apparently it was coming from the apartment complex near Morse and Route 466. The second week in a row this has happened. Neighbors said the police were called, but no resolution.....sleepless in Seattle.

I use a Sound Machine on a night stand next to the bed. Can't hear anything. Try one, you'll no longer be sleepless.

Your south of Sumter landing and you heard it from 466? Long way for noise to travel and be so loud. One loud party apparently

It was extremely loud! Although sound carries pretty well depending on wind direction. And my husband is extremely hard of hearing and it woke him up!

If it was that loud a simple drive by would allow them to know where it is coming from and take appropriate action

The police know EXACTLY where that damn rap music is coming from. Hubby and I drove around last night at 12:30 trying to find the offenders and get an address. We came across a couple of other folks trying to find out where the music was coming from just like we were.

I can tell you the rap music does not come from the apartment complex on 466. It is a block or two south of that apartment complex. How do I know? Hubby and I drove on the road just beyond the apartment complex and came across seven sheriff squad cars in that little church parking lot. We spoke to one of the deputies and he told us that they were "handling it". He said he had seven deputies working on it and were there where the music was coming from. He also explicitly told us (at least three times) "DO NOT GO DOWN THERE!!!". We didn't and left for home.

The sheriff also had told us that all they can do is ask them to turn the volume down. As soon as they leave, the volume goes back up again. These noise pollution offenders don't respect the law and actually defy the law. They know all they get is a slap on the wrist.

Believe it or not, the level of the noise ( and it is NOISE!!!!) is much worse south of LSL (Mallory Square) than it is when you are very close to it as we were last night.

It is nice and peaceful this morning.

Noise travels pretty well around these here parts. We live in the Historic District and can hear the noise from the tires on 441 and can clearly hear Mustang Sally being played at Spanish Springs. We are at least a mile inside the main gate.

We have seasonal neighbors who are regular renters who are here for a good time. Hence, we give them a few nights to get the partying out of their system and then when it's nice and bright during the day we provide them with a kind motivational speech about being a good neighbor and all the things you would say to get them to quiet down a little earlier. They are very nice people who accept a kind word and have responded reasonably for three years in a row. The fourth year is coming up next week.
Let's see if their seasonal remembrance kicks in this year.

They are smart. They try to diffuse the conversation with an invitation to their festivities. We decline and ask for peace on earth at 11 PM. It usually comes at about 10 PM.

If this was a one or two-time disruption I would say suck it up buttercup but more than that needs either your personal eyeball-to-eyeball attention or just call the Police. they will handle it for you without the chance of the situation escalating. Good Luck to you.

Sound always travels louder at night. When I was growing up my parents lived on a lake. Below our house (it was sort of on a hill) was a beach. Many nights teens or young adults would come and swim and sew shenanigans. This was before "air" so windows were open and sleeping residents might be bothered. Water even helps send the noise. I think back then police might have come and broken up the crowd. At least then there wasn't "rap music"!!

It’s a violation to have loud music for a car. Have them enforce noise ordinance. Perhaps many need to visit city hall to make this clear. Line the podium with dozens. Don’t leave until action is taken.

Police can declare an unlawful gathering and shut the nonsense down.

Get a group to sue for nuisance , ask for big damage. Hit them from multiple angles relentlessly. Others have rights too,

Inaction is what they crave

So block party, place of business, or private residence? All three have been
suggested. Given the fact that a LEO can only suggest music turned down, not sure why private citizens could accomplish more. And for me CC permits are a good reason to not try to find the party.

I know of 2 block parties (neighbors in villas had private party with big named band...open to all neighbors last night.. None of them near LSL.. Close to the turnpike, so guessing no one complained about the noise.

Awake until 2:15a.. When things wrapped up. Seems everyone had a good time

I looked up the address on Google maps. This is the location the music was coming from and the sheriff and his deputies were "working on it". Hmmm. Seems they couldn't get the job done. The squares shut down at exactly 9 PM which I think is too early, but supposedly this place went until 2:30 AM which is pretty late. If you lived in TV you would know that cranking your 1000 watts would be a deed violation after a certain time.

My take from experience is that the deputies didn't have the manpower available to safely take on what was probably a pretty big, drunken crowd. They sealed the entrance to keep anymore people from getting in and once they left they could not reenter. Since the place is a business there should be some sort of business license or permit issued by Sumter County ? I wonder if it's BYOB or if they have a liquor license ?

The Hobby Room is a business so if there is no noise ordinance the police can't do anything about overly loud music at late hours which is bad news for anyone living close to them in the Villages. That said, the only thing that can be done is to see if the land is zoned for business and if any special license and or insurance is needed. If so, this can put them out of business. Looking at their web site their costs for parties are pretty low so my guess is they don't have a lot of overhead.

I wonder if the Developer will get involved since this is a Big negative for people living close in the Villages. People living outside the Villages will have to go to the County and complain. Either way if there are no restrictions, restrictions can be put in place, but it might take a while to do this.

It is a nuisance and actionable. People are entitled to peaceful enjoyment of their residence. Get lawyers involved if you want quiet.

I suggest everyone get a decibel app to record the noise level to be used as evidence.

It would be beneficial if comments had citations to the law.

Property law gives a land owner the right to the full use, and enjoyment of his property, without any substantial interference from others, under reasonable circumstances.. If a defendant hosts an unreasonably loud party which disturbs the defendants sleep, the defendant has acted negligently and created a nuisance. The plaintiff’s comforts were violated by excessively loud noise due to the lack of the defendant to use proper care to prevent this from happening.

^ THIS ^ is 100% correct.
Sound can be considered a "public nuisance" any time it intrudes on other people unreasonably. The City, The Villages, Property owner, etc can be held legally responsible should they not make attempts to identify, alter, remedy it, and/or enforce existing law/rules which not doing so, lets one entity run amuck, at the damage of others.

This applies to excessively barking dogs all the way up to a reoccurring party at a business, that seems to have disturbed possibly hundreds of people more than once, and during what may be 'off / quiet' hours.

One could seek an injunction & or apply pressure in other ways.
Media, signed resident petitions to city authorities, filing code violations, business license violations/revocation, fire code violations, etc...ie: several ways to skin a cat, if the application of, fits.

The sheer number of people that were affected by these "parties", would hold considerable weight if applied correctly.
If you were bothered by this, speak up, let them know this is not cool and we as a community will take action if it continues, I assure you they dont want that!

Evidence needs to be obtained. The more the better. No point in complaining if unwilling to take action.

Call the Orlando news station and newspapers. Costs nothing and should get swift response. They love these stories. The town council will enjoy being inundated by reporters on tv as to why no action taken. Television gold for them.

Beginning July 1, drivers can receive a fine of up to $114 for blasting music in their cars.

The new law allows officers to ticket those playing music audible from a minimum 25-foot distance.

For reference, the average car is about 15 feet long, making it within the statute for an officer to ticket the driver in front of them if their music is audible.

These regulations become even stricter within close proximity of churches, schools and hospitals.

To many, this law produces positive change for the comfort, safety and well-being of Floridians.

I started to listen to Sinatra while in college in the eighties. During that decade he made a big comeback. Interest in Bennet was also high, not to mention Big Band. In 1966 I had just come home for a break from Vietnam , some of the neighborhood mob guys took me along to see Sinatra in Vegas . I was introduced to him later at a large party by one of the guys, he told Frank, Charlie is back from Vietnam and heading back again . He shook my hand and I told him we had the same birthday December 12, so we took a picture and he signed it, Frank and Charlie the birthday boys . I got good use out of that picture, I would pull out my wallet in some bar or airport while talking to some woman and kind of accidentally let her see it and they would say OMG you know Frank and I’d say ,well he calls me sometimes lol

Please tell me it’s quiet down at the Villages. We have a neighbor here in Mass. that has Sub Woofers in his car and in his house. There is no way to get away from the bass. It’s not the music or the rap, it’s the bass. I don’t care if you’re stone deaf, the bass comes through like a fricken earthquake. Aaagh!

Read the local ordinance and contact your local Representative. You need documentation, preferably from a professional who can testify if needed.

The ordinance for exterior noise, M.G.L. Chapter 111, Section 142A-M, reads as follows:

A noise source will be considered to be violating the Department’s noise regulation (310 CMR 7.10) if the source:

1. Increases the broadband sound level by more than 10dB(A) above ambient, or

2. Produce a “puretone” condition – when any octave band center frequency sound pressure level exceeds the two adjacent center frequency sound pressure levels by 3 decibels or more.

These criteria are measured both at the property line and at the nearest inhabited residence. “Ambient” is defined as the background A-weighted sound level that is exceeded 90% of the time, measured during equipment operating hours. “Ambient” may also be established by other means with consent of the Department.

Is the complaint here the volume of the music as it sures seems as if many of you have a problem with the genre. If you are complaining in large part because it is the most successful style of music for the last 25 years, get off my lawn. Think hard about why this is bothering you so much. If it were Sinatra or the Beatles would you feel differently?

Sumter County has a noise ordinance (https://library.municode.com/fl/sumter_county/codes/code_of_ordinances?nodeId=COCO_CH16MIPROF_ARTVINOC O_S16-107PRNODI) which was toughened in 2016

If you read the Sumter code it only applies to unincorporated residential areas of the county. What is the zoning at the Hobby Room?

Yes, the complaint is because of the extreme noise, and the timing of the noise - after midnight!

Breech of Peace / Disturbing the Peace is a much broader application and can apply at any time of the day, under a variety of circumstances, well outside of codified county 'noise ordinances'. which often simply stipulate hours/times permitted for industrial, agricultural, manufacturing noise or similar.

Deep bass or loud AF music, traveling miles from the source, done at midnight for hours on end, more than once, would well exceed permissible allowances in most any jurisdiction...it wouldn't matter to most people (or the law) if that intrusion was by way of "Snoop dog", "Def Leopard" or the "Beatles".
This being especially inconsiderate to anyone who may have to get sleep for work in the morning, have noise sensitivity...or dare I say it; to simply enjoy their quiet evening without being forcibly subjected to someone else choice party music of any gene.

If they are inside of a building the sound shouldn't be carrying that far. Sounds like they are doing things outside which might be breaking some other ordinance.

I've never heard a bass-beat backtrack on a Sinatra song -- I could be wrong, I've not listened to his whole catalog.

Rather than say hate, I just say this; I cannot listen to any music where if I sang along to the lyrics, I could be positioning myself for injury, death, cancellation, etc.

Seriously, take most songs, print the lyrics and go to, say, the tax collector's office or the circuit court lobby and start singing the lyrics. You will surely get weird looks on all styles of music, but sing the rap songs and see what happens.

Then Go-cart Mozart was checkin' out the weather chart to see if it was safe to go outside
And little Early-Pearly came by in her curly-wurly and asked me if I needed a ride

Fly me to the moon
Let me play among the stars
Let me see what spring is like on a-Jupiter and Mars

'Cause we are living in a material world
And I am a material girl
You know that we are living in a material world
And I am a material girl

Now a rap song;

Beat it up, nxxxxx, catch a charge
Extra large and extra hard
Put this pxxxxx right in your face
Swipe your nose like a credit card
Hop on top, I wanna ride
I do a Kegel while it's inside
Spit in my mouth, look in my eyes
This pxxxx is wet, come take a dive
Tie me up like I'm surprised
Let's role play, I'll wear a disguise
I want you to park that big Mack Truck
Right in this little garage
Make it cream, make me scream
Out in public, make a scene
I don't cook, I don't clean
But let me tell you how I got this ring

Just sayin'
